Black Out had its premiere in the Rendez-Vous section of the 2024 Canneseries, where it was praised for its tight storytelling, solid direction, and fair acting performances.
Black Out was filmed under the working title Snow White Must Die, which is the name of the German novel of the same name by Nele Neuhaus. Produced by Hidden Sequence and initiated pre-production in 2021. Screenwriter Seo Joo-yeon and director Lee Kyu-man were reported to work together and that the series would be developed as a Wavve original. Production company RaemongRaein announced that the series is one of the six projects that they planned to produce. Film director Byun Young-joo was announced to be the new director and also debuted on the small screen.
In 2022, it was announced by Wavve that the drama was one of their series.
In 2023, RaemongRaein announced that the series would be broadcast in the second half of the year.
Byun Yo-han was cast as the lead of the series in 2021 and it would be his first drama in three years since Mr. Sunshine in 2018. Go Bo-gyeol was cast as the lead female in the next month. Kim Bo-ra and Ko Jun were cast in October and November, respectively.
In June 2024, Byun, Ko, Go, and Kim were announced as the series’ leads.
